Yes, there are many programs around the country in supply chain management. Many programs are not going to call it supply chain management, but you can do PhDs in Management Science, Operations, Analytics, and even some other fields like Marketing and Strategy.
Basically, you can do a PhD in anything you would like, and study anything that you would like. What is most important is that you choose to study the topic that is of interest to you.
Many people have a degree in one area, but they things that are quite different than what the degree says. For example, people that are interested in supply chain management, might want to investigate the inputs into the organization. You can study this using organizational theory.
What you want to look for is not the specific topic, but that:
You can find supervisors that are supported.
People in the PhD program regularly publish at good journals
You can find a place where you can do good work.
