The question is not whether it is better, the question is how is the PhD is different than A Masters degree.

A PhD and Masters are training you to do different things.

A PhD is about learning the craft of how to research, whereas a Masters is teaching you about the stay of the art in research. These are two different things.
A Masters degree is still going to teach you that the world is fairly deterministic, but a PhD takes the view that the world is dynamic and stochastic.
A PhD is an academic degree, which means, even when you are doing research in industry, you will be expected to do actual research. The differences is akin to Research and Development.
PhDs is journey which is much more artistic and apprentice-based, but a Masters degree is still going to be largely focused on classes.
The outside world understands the knowledge that you acquire in a Masters because you are closer to what many other people learn.

Is a PhD better than a Masters degree? I would suggest that it depends on the outcomes that you want to achieve. If you want to work in industry, than it makes sense.
