How to get VLC 3.0 to play Blu-ray's on windows 10

With the release of VLC 3.0, which now supports Blu-ray menu's, We felt that it was a good time to update this tutorial.

This covers Windows 10 for this method.

Hopefully, there will be a Linux and Mac Version too.
