An historic constitutional convention has begun in Afghanistan.

Hundreds of delegates, from village mullahs to Western-educated exiles, gathered in a huge tent to hammer out a new constitution in a traditional loya jirga, or grand council.

SCRIPT:

0000 In a huge tent erected on the edge of this battered capital...

0004 Religious, community and business leaders gathered for a landmark convention.

0009 President Hamid Karzai arriving with the former Afghan king for the serious business of building what is hoped will be a democratic government.

0018 The convention is scheduled to last 10 days - though with many contentious points to debate in the prepared draft constitution, it may go on for weeks.

0028 PAUSE FOR UPSOT CHILDREN SINGING

0038 President Karzai stressed the unique nature of the draft.

"Islam is the main base of this constitution," he says, "it's the base and inspiration of this constitution.

0049 The delegates inside may be striving for a peaceful future...  

0053 But outside the tent the reality of the present was evident.

0100 Coalition action here may have unseated the Taliban in the capital, but they still control much of the country, and organisers feared an attack.

0110 Constitutional law will only spread here with more money and more foreign soldiers - to eventually end rule by rifle.
