A quick fix for non addressable RGB fans if you’re fans are spinning but no LED. These are non addressable LEDs so power for fan and led in standard 4 pin plug. Might have to reboot to take effect. Could have also used a 4 pin molex to 4 pin fan header adapter with the same effect. Full speed 12V power.

(Don't put case fans in the CPU fan headers which are clearly marked)
A lot of addressable RGB fans use a controller which needs to be plugged into a motherboard USB header. Then they will also need controlling software specific to the manufacturer. I'll list a couple of popular ones below.
