Around 10:45 PM on June 14, 2023, Officer Thomas Wagner with the Aberdeen Township Police Department stopped a 2019 Honda on Highway 35 North. He proceeded to make contact with the driver, who was identified as 41-year-old Joelle Casale. He asked her for her license, registration, and insurance. Joelle provided him with all the requested documentation.

As Officer Wagner returned to his patrol car to run her information through the system, he was alerted that her license was suspended because she did not complete a court-mandated program. She also had notices from multiple courts across the state for failure to appear. Despite her history of multiple DWIs, no field sobriety tests were administered.

After Officer Wagner ran Joelle’s information, he decided to not arrest her or impound the vehicle. Joelle was issued a summons for driving with a suspended license and told to find a ride home. Court records currently indicate a “failure to appear” for this summons.

The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
