It's week 16 in the Dreaming City! The Queen's Court is without it's queen and all there is in the court is a vision you can look closer at, which triggers this cutscene. Uldren Sov has been revived as a guardian by Pulled Pork (a ghost from Destiny's lore - "Ghost Stories").
