In a frank admission on French radio, the 70-year-old chief Brexit negotiator said ideology, red tape and an aversion to risk-taking had hurt the EU's vaccine roll-out and that lessons should be learned. Mr Barnier said such lessons could include granting countries more power to take decisions independent of Brussels, but continued to insist that buying vaccines as a bloc was the right thing to do to stop smaller countries being left behind. He added that it is still 'too early to tell' which countries had handled the pandemic best - even as the UK's lockdown eases and measures on the continent are tightened.
