On 10/01/2022 at approximately 2237 hours I responded to the area of 1100 W 39th in reference
to a high risk traffic stop. Officer Medford advised he had a vehicle attempting to evade him and
they were stopping in the 1100 block of W 39th.
Upon arrival, I observed the rear passenger, Franklin, outside of the vehicle. Officers
conducted a high risk traffic stop and began commands. K9 Jared was deployed to assist in
preventing the subjects from fleeing or if subjects became non-compliant.
Franklin was the first to be called out. As he was approaching the apprehension area he
stopped and stated several times he did not want to back up any further due to fear of being bit
by K9 Jared. Directional control was utilized by other officers to quickly place him on the
ground in order to get him detained.
The driver and front seat passenger were then called out and detained without incident to
them. The driver, Akins, was detained without incident. While the front seat passenger, Phifer was
being detained, I was standing on the left side of the subject in close proximity as Officer Veliz
attempted to detain him. He tensed up on Officer Veliz and stated he was trying to pull his pants
up. At this time, unbeknownst to me, Officer Tensley stepped around Officer Veliz, beside the
suspect and in front of K9 Jared, and K9 Jared nipped her left elbow causing a scrape to the left
arm.
K9 Jared immediately let go and regained focus on the suspect as Officer Tensley began
walking away from Phifer. Officer Tensley advised she was attempting to pull the suspects pants

Officer Tensley's Report
On October 1, 2022, I responded to 1100 W. 39th Street for a high risk traffic stop. Upon my
arrival, officers were in the process of calling each occupant inside the vehicle out. I stood by
as each of three occupants were called out. When the third occupant was called out of the vehicle,
and officers were in the process of handcuffing him, he asked if someone could pull his pants up.
As I was pulling his pants up, K-9 Tio bite me on my left elbow, causing several puncture wounds
to my arm. I drove myself to Baptist Springhill Hospital for treatment. Sergeant Fisher and Moore
arrived at the hospital, took photos of my injury and provided me with department paperwork for me
to sign. I was released from the hospital and advised of a treatment plan.
