They will be available in the crafting menu, and will require a grenade to make. Make sure to equip them to a d-pad slot so you can select them. Now, just find an enemy, use your waypoint system to ensure their distance is at over 70m+, and kill them with the explosion. If you've beaten the game, enemies will permanently spawn at X: 360 & Y: 700, so go here if you're struggling to anyone.
