Best city in Spain to live as an expat is determined by your specific needs and preferences. Are you planning to work in Spain? Drive? Move around using Spain's public transport, Walk?
Selecting the best city in Spain to buy a house and retire is a totally different process than if you still need to be work or business active. For the latter, you may need to be closer to city urban center. Homes by the beach in Spain can be far less expensive outside urban areas. And Houses further from the beach are even less expensive. If you plan to do telework in Spain where you are not tied by location, you may secure a good deal on a home property. And if you don't require a nearby beach or ocean view, you can save even more by moving to places like Murcia or inland Valencia.

What Spanish city with beach to buy a cheaper 2 bedrooms home?
Home prices in Southern Spain looks relatively lower for now compared to the North East. Cities like Murcia (and towns around it) up to Alicante are less expensive than say Tarragona or even Valencia.

Barcelona has beach, close to France but buying a home and cost of living is more expensive. Malaga also has beach and though it's further south facing Morocco and North Africa, real estate activity has increased during the last 20 years due to high demand.

Valencia and Tarragona are still relatively less expensive places to live in Spain. Whether buying a home or renting in Valencia and Tarragona, you will spend less in comparison to Malaga and Barcelona. Home property in Spain is definitely more expensive in the urban areas of internal cities like Seville, Madrid and Zaragoza. Though you can sill find some house deals in Toledo.

How cheap is it to live in Alicante Spain?
A more targeted question is where to live in Alicante and the answer for that depends on the things you want or need to do in Alicante city proper or its surroundings. If you plan to just retire and live/lead a peaceful. tranquil life, areas outside city core such as Torreveija, Santa Pola, Elche, Albatera or Aurita provide better home deals.
