"Originally we thought that they would work (the talks) but then Iyad Allawi's men left the negotiations and now they're heading for Baghdad by plane. At the same time, another aeroplane came carrying representatives from the interim government: the minister of the interior, the minister of defence and the minister of state and some other officials, saying they were afraid there would be a massacre this evening."

"But I will leave the door open, and whenever Muqtada al- Sadr feels ready to reach an agreement, I am ready to be at that meeting. I am ready to come back to Najaf immediately and reopen the dialogue. I am obliged to go to Baghdad. I gave a deadline and I extended it many times. I call for the return of law and order in Najaf, and to preserve the holy city and to stop the violence. This is what I wanted from the beginning: that there be no violation of civilians' lives and that there be no sacrilege at the Imam Ali shrine and no more innocent blood shed."

STORYLINE:

Truce talks aimed at ending more than a week of violence between Shiite militants and U.S. and Iraqi forces in the holy city of Najaf broke down Saturday, a day after US forces suspended a major offensive against fighters loyal to radical Shiite cleric Muqtada al-Sadr.

Iraq's National Security Adviser Mouwaffaq al-Rubaie did not say what led to the breakdown, adding that he was going to leave the city but would return for any new talks.

"I will leave the door open, and whenever Muqtada al- Sadr feels ready to reach an agreement, I am ready to be at that meeting. I am ready to come back to Najaf immediately and reopen the dialogue," he said.

Al-Sadr had demanded a U.S. withdrawal from Najaf, the freeing of all Mahdi Army fighters in detention and amnesty for all the fighters, in exchange for disarming his followers and pulling them out of the revered Imam Ali shrine and Najaf's old city, where they have taken refuge, aides said.

However, al-Sadr himself did not participate in the talks and al-Rubaie said he felt some "elements" were hindering his efforts to hold a face-to-face meeting with the firebrand cleric.




Also on Saturday, aid from the Sunni Muslims of Fallujah arrived in Najaf to scenes of great jubilation.
