RX Vega 56 Late 2023 revisit and PC build with 10 1080p benchmarks

I think Karma intervened in this PC build after I got recently scammed in a transaction with a rather expensive GPU. This PC wasn't supposed to have a Vega 56 - it was supposed to get a much more boring GTX 1060 6GB, but gigabyte ruined that plan by not supporting 10-series UEFI bios properly. I managed to spend countless hours trying desperately to diagnose why this little H510M board did not want to post, even going as far as requesting help from the original seller who assured me it was working and spent actual time trying to help me get it working until I realized it had an incompatibility with the GPU i was using. Come to think of it I wasn't supposed to have a Vega 56 either, I bought this as a Vega 64 and only discovered it was the wrong model when I got home and thoroughly inspected it. Thankfully the seller acknowledged his mistake and refunded the difference - two great people in a row after one scam.
