The Slums of Rio seethe with anger, anger against GDI. It would take but a single act to spur the disenfranchised masses into open insurrection. An act you must perform.
Tear down GDI's authoritarian edifices, the symbols of their autocracy. Seize the radio stations and flood their airwaves with the Prophet's message. Incite rebellion. Rio will burn, and in the flames Kane's army shall be reborn.

Casual Guide:
You will need a Strike Force to destroy the Administration Buildings and destroy GDI forces. Your attack force will be Raider Buggy's and Attack Bikes. Queue 4 Saboteurs for the Radio Stations. Send your forces and move to the South Western Radio Station. Clear the GDI forces and send in a Saboteur and capture the Station. Destroy the Admin Center and then leave some forces to defend the radio station.
The Southeast radio station is unguarded, so capture it easily with another Saboteur. Again, use your forces to clear out GDI and destroy the second Admin Center. Next is the northeast Admin Center. Clear the surrounding area of the radio station. Capture it with the Saboteur and send in your forces to destroy the garrisoned buildings guarding the Admin Center. Destroy the Admin Center afterwards. Again, leave some forces behind to guard the radio station.
Rinse and repeat for the last radio station and Admin Center. Once down, the Splinter Faction's base will be visible. You need to take down his construction yard. For the other bonus objectives, you need to make sure no Radio Stations are destroyed. The second is that you use the Power Signature Scan. Send in the Scorpions and head straight for the Construction Yard. Destroy the Construction Yard. The leader will surrender.
