Full disclaimer, I don't know if this will work on later patches. But if this video has been released, that means that I've confirmed its functionality on day one of launch. Also tributaries, personal unions, and colonial subjects will not be able to have their development stolen. This was never the intention so it's being removed. Still though, it can be used on vassals and marches.
The exploit is pretty inconsistent and, as I mention in the video, I literally have no idea what causes it. I was able to get it to work on Ming, but only after fiddling around with commands flipping them between a vassal and tributary. All I know is that it exists and works at least occasionally. But really, you just need it to work once, don't you? ;)
