Christopher Cifuentes v. Miami Dade County

On September 22, 2015, three family dogs horrifically mauled to death 91-year old Carmen Reigada in a home she shared with family members. At the time of the attack, she was alone. The medical examiner determined the dogs "defleshed" the face and scalp of Reigada. The perpetrators were an American bulldog-mix, named Bear, who carried out the worst of the attack, a Rhodesian ridgeback-mix and a Labrador-shepherd mix. Her great-grandson, Christopher Cifuentes owned the dogs and also lived at the home. Cifuentes appealed the county's ruling to euthanize all three dogs—claiming, among other things—that bite impressions showing the involvement of all three dogs was not sufficient and that two of the dogs, which may have perpetrated "less" damage, should be declared "dangerous" but not euthanized. To summarize this lengthy hearing (3 hours long), we chopped to the last 30 minutes, which contains closing arguments. The county does not have to prove which of the three dogs "did most of the killing" it just has to prove that all three dogs were part of the fatal attack and inflicted bites. The hearing officer ruled that all three dogs be euthanized.
