Maximum Voltage of a Van de Graaff Generator

How to determine the maximum voltage attainable with a Van de Graaff generator. Note near the end of the video I refer to the diameter of the gazing ball, the round sphere, as 10 cm. The radius is about 10 cm, not the diameter.
