Fedora 39 how to install video codecs using RPM Fusion tutorial - November 2023 - 5019d21c

After installing Fedora 39 the RPM repositories that are enabled by default do not contain the video players vlc and smplayer. Also, the ffmpeg multimedia library package provided does not contain audio and video codecs which are legally questionable in the USA. I enable the additional third party "RPM Fusion" RPM repositories and from these RPM repositories I install vlc, smplayer and a complete ffmpeg package.
