It's time for another personnel
It's time for another personnel file! A solid engineer keeps the heart of a starship flying and in many ways, is the heart of the starship. I doubt there's any other engineer in starfleet that takes better care of his vessel than Montgomery "Scotty" Scott.
His demand within the Federation was always high and remains so after a spot of transporter induced time travel.
