Hey,
In this video I show how to start a new drawing using a custom title block, and how to bring them into an existing drawing easily and quickly.

You can use the layout command and the 'template' to bring up the layout template window, from there just browse to your newly downloaded title block template file and select it. Now you can choose which sizes are brought in to your drawing.
