Tagle promoted to ‘cardinal-bishop,’ second-highest title in the Church

Luis Antonio Cardinal Tagle was promoted to cardinal-bishop by Pope Francis on Friday (May 1).

According to a Catholic Bishops Conference of the Philippines News post, cardinal bishop is the highest rank within the College of Cardinals.
