Seedling is constrained by the sun price of the plant it will become, random probabilities in the following proportions:
+Plant costs 0-50sun: 15%
+Plant costs 75-175sun: 46%
+Plant costs 200-300sun: 20%
+Plant costs 325-400sun: 10%
+Plant costs 500sun and up: 8%
+Seedling: 1%
