In 1981, the GDR magazine "Prisma" explores the question of why there are under-occupied flats despite the tight housing situation. Two pensioners from Dresden have their say, who want to move from large flats to smaller ones or have already moved. According to the housing administration, individuals are only entitled to 1-room flats. Spokespersons for the administration, however, plead for a less bureaucratic allocation practice that allows exceptions in order to be able to provide more space more quickly, especially for families with children.
