Colonel Redl (Ewald Balser), respected officer of the k.u.k. Monarchy, faces huge problems. A few years before the outbreak of the First World War, he is supposed to find a spy in his own ranks who is passing on top secret information to Russia. To make matters worse, Redl has a relationship with the young lieutenant Zeno von Baumgarten (Oskar Werner), which is not allowed to become public in order to avoid a scandal. Then there is Baroness Nadezhda (Barbara Rütting), whose brother was executed as a spy. The situation comes to a head when Redl's closest colleague, Captain Angelis (Gerhard Riedmann), is accused of treason by the Baroness. The colonel himself increasingly finds himself in the crosshairs, and his lover Baumgarten wants money from him...
