To make audio louder in audacity you can go add gain here, but I don’t recommend that because your sound will go over the peak or 0 decibels and sound pretty distorted.
Like this one.

So to make this more pleasant to the ears go effects and select amplify.
Make sure that you don’t allow clipping because that’s what causes distorted sound.
Move this slider to the right until the buttons go grey.
If you click ok you will see that signal is a bit bigger and louder.

Sometimes the difference won't be much but that depends on the type of audio you recorded.
