During the Quest powerful awakening, as you go and meet Meistr Siva at her house in driftwood, shee takes you to her underground lab and tells you how to perform the ritual that will take you to the hall of echoes.
This video explains how to perform the ritual and some additional points that you have to take care for the ritual and afterwards.
The ritual has 3 ingredients - Blackroot, obsidian lance and ancient bowl. cut you hand with obsidian lance and then go to the crafting table and add the three items. It will prepare a bowl of blood. Burn the bowl of blood and inhale the gases to get transported to the hall of echoes.
