In Haggai chapter 2, the prophet Haggai follows up on the charge he had given to God's people to resume the rebuilding of the temple in Jerusalem. Due to political pressure and discouragement, the returned exiles had halted the process of rebuilding the temple, in doing so neglecting the work God had called them to. In Haggai chapter 1, Haggai tells them the time is now to resume work, and now in chapter 2 he returns one month later with a new message, encouraging the people to continue work despite the discouragement they were beginning to face in realizing that this new temple didn't compare to Solomon's temple that had stood before. He calls them to covenant faithfulness, and reminds them of the hope they have in God's coming future Kingdom.
