LM317T: What a TO-220 Isolation Kit is and How to Install One

Sometimes it is necessary to install a voltage isolation kit on a voltage regulator (or transistor) to prevent the heat sink from carrying any voltage.  I show the pin out of an LM317T Voltage Regulator as well as how to install a voltage isolation kit on its TO-220 IC package type, which can be applied to any IC with that form factor.
