"A presidential order has been issued, number 788 for the year 1984 to ratify the execution sentences which were passed on the guilty in the Dujail issue. The matter has been referred to the Intelligence at that time. Several Party and Governmental departments are making enquiries about the criminals who took part in the above mentioned case, and seeking information on them, either to decide the position towards them or towards their relatives. Therefore, the Intelligence suggests a delay in informing the official departments until a presidential order to carry out (the executions) is issued. No permission was obtained to meet the Intelligence's request because this case (has a special nature). Official departments are not notified of cases of such nature, in accordance with a prior issued on 19/12/1983 (attached herewith)."
