Again, if you have 12 volts in the blue/red stripe pin1  wire and ground in pin 4 black wire the dash should be lighting up. If it's GENERATION ONE (1) we can repair it!  Any GENERATION TWO (2) WIN Modules must be replaced by a GENERATION 3.
