What is a "Traffic Calming Area", and Does it Actually Help Stop Speeders?

Due to a lot of speeding, accidents, and deaths on Skyview Rd in Jurupa Valley California (Riverside County), the city devised what is called a "Traffic Calming Area" where the road lines, lanes, etc are configured in a zig-zagging pattern instead of the standard straight lane configuration. Reflective delineators also assure that drivers are able to maneuver safely within the zig-zagging pattern safely at night. We currently have no statistical information on whether or not Traffic Calming Areas are used in other cities, counties, or states, and if (at all) they actually are effective in stopping speeders.
