Installing ODK Aggregate on Google App Engine (in 15 minutes or less)

EDIT: The ODK website and documentation has been update since so this is not really as useful and up to date as it once was. I believe Google App Engine support is still in place currently but it is not really the preferred method (for beginners) for installation any more:
