This is the 3rd mission (Angry Citizens) of the fan made Campaign by ArgCmdr, Alert Sun. The mission starts with two objectives that literally have no point. Then it moves to some annoying citizen attacks which you need to prevent from entering the complex.
After that a Time Shift begins to a completely new area where you have to slowly gain control of the map.
