How to Govern the World in Eu4

Today we embark on theory crafting an Eu4 Campaign where stack governing capacity. We will restrict ourselves to ironman compatibility, achievement support and no custom nations. Furthermore, I will be excluding the +20 gov cap you get per every click of the expand administration button, since that turns it into a reform progress stacking run instead. Certainly interesting, but also not what I was going for.
