As a note: the United States Military from Fallout is being taken pre nuclear war - specifically in 2077. They have access to all of their technology, including Liberty Prime. In round one, weapons of mass destruction are banned. In round two, all weapons, including nuclear bombs and nuclear missiles, along with orbital weapons platforms, are allowed.
