For @everyone in the game, where they're in the 20s, 30s, 40s or somewhere in between, they've probably noticed there are "dead zones" in places like the early 20s, 30s, and 40s. What makes the deadzone of the early 30s so obvious is the jump in ability and power from say, 28, to 34. (I'd argue it's an even bigger jump than if you're a level 39 player dealing with uncommon 4* warships, though not the elite rares!). This video talks about best practices for "soft camping" instead of just purely maxing out.
