Also what I meant by "unluck has nothing to do with it" is pretty simple to confirm. Play 3 heists and record all of them, then after recording simply watch and count how much you dodged in each of them, you'll be surprised.

Another method would be trying grinder instead of hacker (although this one is not 100% accurate) - run the same map (not something very easy) and build twice: once with hacker, another time with grinder because grinder is basically hacker without dodge and stun. It won't be 100% accurate because you're removing the stun option which is really good too, but dodge and healing are more important for hacker either way, so it's still a pretty good way to test.

As I said, there can be a bad day from time to time where you really get unlucky during some heists and will get hit more than you think you should, but if you try to test both ways I mentioned above, you'll realize how powerful dodge on hacker is. On top of that you have a ton of other ways to prevent deaths other than relying on dodge itself, so no: dodge builds are not restricted to specific lucky people, literally anyone can play them and perform well, it's just that for some reason everyone thinks it's 100% dodge chance that will allow you to never die even if you afk in the open for 10 minutes or forgive you every mistake you make.
