As the nation grieves the loss of some 155 people who lost their lives in the crowd-crushing incident in the party district of Seoul, the question has been raised – could this have been prevented?
President Yoon Suk-yeol has ordered a probe into the cause of the fatal crush.
How will the investigation unfold and how should it inform Korean society on how to make sense from this tragedy?
We're joined by LEE Hee Eun, Associate Dean & Professor of Law at Handong International Law School and David TIZZARD, Professor of Korean Studies at Seoul Women’s University.

1. Lee Hee-eun: The President has ordered a probe into the accident. What would be the focus of such an investigation and how would that advise authorities with regard to follow-up measures?

2. Lee Hee-eun: The nature of this gathering was that it was not an official gathering or demonstration where organizers report the number of expected people to local authorities. Also, people there were from all over Korea, making it a nationwide event not simply a local affair. What kind of weaknesses were there in the bureaucratic process of handling such a wide scale, unorganized gathering?

3. David Tizzard: South Koreans are used to crowds, especially in Seoul, where busy commuters cram into subway stations where there is a lot of pushing. Many are citing a lack of education on safety and emergency response. As an educator in Korea, what are your thoughts on this?

4. Lee Hee-eun: The government has designated Yongsan-gu District as a special disaster zone. What does this mean or entail?

5. David Tizzard: How does disaster response work? Right now, authorities are focusing on recovery and supporting survivors. What should come next?

7-8: To both:This isn’t the first accident the country has seen where young people, in particular, lost their lives. What kind of questions or conversations do you think will emerge from this tragedy?
