Blogger.com does not specifically require you to have a Privacy Policy, but you will need a Privacy Policy if you want to sign-up for the Google AdSense program to show ads on your blog.

Google states in Section 10 of the Terms agreement of the Google AdSense program that if you sign-up to use Google AdSense to show ads, you must include the following information in a "Privacy Policy":

- Information that third parties use cookies to serve ads based on a user’s prior visits to your Blogger.com blog.
- Information related to Google’s use of the DoubleClick cookie.
- Information how users can opt out of the DoubleClick cookie usage from Google.
