Restrictions are GOOD in Pathfinder 2e (Rules Lawyer)

I've had players coming from D&D 5th Edition who want to homebrew Pathfinder 2e rules that cost you an action to move, raise a shield, and do other things, as well as the Multiple Attack Penalty.
