Just an initial test, not performance optimised or tastefully coloured. Jos Stam type 3D fluid sim running at a sim res of 192x192x192. Slightly modified HDRP Density Volumes stacked on top of each other receive multiple 3D RenderTextures of density from the fluid sim. VFX graph uses a 3D RenderTexture of velocity from the fluid sim.  VFX Graph particles initial colour and position comes from attribute maps. Attribute maps data comes from Intel D415 RealSense, via Rsvfx for Unity made by Keijiro Takahashi ( https://github.com/keijiro/Rsvfx )
