Billions of dollars of Iraqi revenue is lost every year through oil smuggling across the country's porous borders. There are fears this money is being used to fund the insurgency.

The Iraqi coastguard is responsible for patrolling the Shatt al Arab waterway and hunting down the smugglers wrecking Iraq  s economy.   Smugglers sail into Iranian waters and we can'  t do anything about it  , complains coastguard commander, General Hakim Jassem.   There would be a confrontation with the Iranians  .
