In the last 7 years, a number of initiatives have been taken up to improve the quality of life and ease of living of people in the country. To further improve the ‘quality of life’ and enhanced ‘ease of living’ in rural areas by making provision of assured tap water supply to every rural household in the country by 2024, Hon’ble Prime Minister announced Jal Jeevan Mission (JJM) – Har Ghar Jal on 15th August, 2019. Since then, JJM is being implemented in partnership with States. At the time of announcement of Jal Jeevan Mission on 15th August, 2019, out of 18.93 Crore rural households, provision of tap water supply was limited to only 3.23 Crore (17%) households.
Jal Jeevan Mission is not merely an infrastructure creation programme. It is all about assured service delivery in terms of potable tap water supply to every home and public institution like schools, AWCs, ashramshalas, PHC, CHC, community centres, wellness centres, GP building, etc. JJM aims at developing the capacity of local village community to achieve long-term drinking water security. The soul of the programme is community participation.
Under Jal Jeevan Mission, to ensure potable tap water supply to every home on regular and long-term basis, Gram Panchayat and/ or its committee i.e. Village Water & Sanitation Committee (VWSC) or Pani Samiti, are playing a key role in planning, implementation, management, operation and maintenance of water supply schemes in their respective villages. In every village, 10–15 members VWSC or Pani Samiti is being formed, with 50% women members and suitable representation i.e. upto 25% to weaker sections of society.
