No Total War has ever had hidden combat modifiers more destructive than Troy: Total War, with heavy spears losing 7:1 in a controlled, fair fight. Interestingly, this is the first time I've seen a legendary campaign difficulty that also greys out the battle difficulty option upon selection. You couldn't even avoid this if you wanted to. Total War has given up on engaging the player tactically and meaningfully. It's no coincidence that Shogun 2 was also the peak of multiplayer, with its unarguable pinnacle of Avatar Conquest mode. Credit where it's due to theroadie451 and others (you know who you are) for musing me or outright devil's advocating during and after Troy's launch while I figured all of this out and got this all straight in my head.
