Curviloft, Loft by Spline.

Fredo makes quite a few very good plugins with a multitude of options.
This shows how the different Spline Methods will act on the final shape. There are many other settings to play with.
A couple of added tips, resizing circles with the move tool and the cardinal points, and Click Drag of the Rotation tool to set the Axis of rotation.
