This video teaches students the lawmaking process at the national and state levels of government. Entitled “How a Bill Becomes a Law,” this video starts out with basic vocabulary on Congress, legislation and legislatures. The purpose of the video is to teach the student the various steps a bill must take to make it through Congress and state legislatures.  For the Florida EOC and various Civics State Exams students will need to be able to identify where a bill is in the lawmaking process. Students will learn about who usually introduces the ideas for new laws (as well as the role lobbyists and special interest groups play in legislation introduction and the lawmaking process) as well as the executive – either President or governor, and “the people.” Students will learn about the various types of committees and their role in the lawmaking process including “standing committees,” “special” or “select committees,” “joint committees,” and “conference committees.” Student will learn how most bills never make it out of committee, but how the ones that do are then sent to the floor of either the House of Representatives or the Senate for discussion and debate. It is very important that students know that a bill must make it through both houses of Congress and that they can start in either house. They will learn about the role that conference committees play in resolving changes that occur in each house of Congress. Finally students will learn about the executive’s role in either signing or vetoing bills and how bills can be overridden. Like most of the videos on Mr. Raymond’s Civics EOC Academy this video ends with a review “quiz.” Remember that the PowerPoint in this video as well as a variety of lesson plans and activities are available at Teachers Pay Teachers.

Mr. Raymond’s Civics E.O.C. Academy was designed for students taking the Florida Civics End-of-Course (EOC) Exam. However, as many states are implementing Civics Exams, these videos will work for all students of Civics, US Government, and US History. Currently students have to pass a civics state exam in order to graduate in Idaho, Wisconsin, North Carolina, Arizona, North Dakota, Louisiana, South Carolina, Tennessee, and Utah. These videos look at all of the civics benchmarks that will be tested on most state civics exams.

As a civics teacher I have often looked for civics YouTube video clips to show my students. I hope these videos will serve as a supplement to lessons for civics teachers, US history teachers, US government teachers and their students. While they might be a little basic for AP Government students, they could serve as a refresher of basic concepts and content. I have also thought that these videos could help those who are going to take the naturalization test to become US Citizens. I have also been reached by parents whose children are taking Florida Virtual School’s (FLVS) Civics class.
