The Lord’s Resistance Army deputy commander talks about why the people of Acholi should join them in war to house President Museveni of Uganda. The radio show was hosted by a then popular radio host, Lacam Bel. Vincent Otti was a Ugandan rebel who served as deputy-leader of the Lord's Resistance Army (LRA), a rebel guerrilla army operating mainly in northern Uganda and southern Sudan. He was one of the five persons for whom the International Criminal Court (ICC) issued its first arrest warrants on 8 July 2005. Rumours of his death began to circulate in October 2007 but were not confirmed until January 2008 Otti was born around 1946 in the Atiak sub-county of Gulu District, Uganda and his parents died when he was young. He was working as a shopkeeper in Kampala when he joined the Lord's Resistance Army in 1987. There are several reports that Otti was executed on October 2, 2007, on the orders of Joseph Kony, the LRA Chief, after the two men disagreed over the failed 2006 Juba Peace Talks. Otti is alleged to have faced firing squad after being tied on the stump of a tree outside Kony’s base inside Garamba National Park in the Democratic Republic of Congo (DRC). On July 8, 2005, ICC issued arrest warrants against five of the top LRA commanders including the Vincent Otti and the LRA’s Chief Joseph Kony for their alleged roles in the violent campaigns against the civilian population majorly in northern Uganda.
