You may have seen my
You may have seen my other video on Belgian gunlaws (check out: Belgian Gunlaws, part one), but it wasn't exactly complete. Apart from the licensing of firearms where you apply for a license for every firearm you want to buy, which I tried to describe in Part One, we have a second system in Belgium to license firearms: you can apply for a shooter's licence: This is a license, very much like a driver's license. It has of course the shooter's information on it, but it also has 5 different categories on it:
revolvers
pistols
smoothbores
rifled longguns, and
black powder.
To obtain a shooter's license, again, very much like a driver's license, you first have to apply for a temporary license that allows you to shoot under the guidance of a veteran-shooter, and after six months you can apply for your actual shooter's license. You will have to take a theoretical test to show your knowledge of the gunlaws, and a practical test to show you can handle a firearm safely. Every year you will have to proof to have been gone shooting at least twelve times that year, and you get a little booklet along with your license just for that reason. You will also have to proof every year that you still have a clean criminal record in order to keep that license valid.
There's good things and bad things about this system. The good things: Once I have obtained this shooter's license, I can use it to buy certain firearms, and I don't need extra licensing to buy them. Like a .22 pistol. I can also buy double barreled shotguns with it. Or lever-action rifles. Bolt action rifles. Without any extra licensing. Just go into the gun store, select a firearm, they will take a copy of my License and fill in a registration form, and a few minutes later I can allready walk out of the store with my new gun. That is, of course, if my license is valid for the right category...
Some things I can not go buy with just my license, like a revolver, larger caliber pistols, semi-automatic longguns and pump action longguns, all these still need extra licensing...
That they require extra licensing for semi-automatic longguns, I suppose that is because most military rifles or their lookalikes fall into this category, and I guess they frighten people. That they exclude pump-actions is because in the eighties we had a very violent terrorist gang in our country that used pump-action-shotguns. And the reason why .22-revolvers require extra licensing and .22 pistols don't...? Well, I heard that is because the lawmaker thinks .22-pistols hold only 5 rounds, and they can live with that. But revolvers hold six, and they considered that too much... That all my .22-pistols hold ten rounds... well, let's just not tell them ;)
Personally, I like this system. I wouldn't want it to be possible for everyone to just walk into a gunstore and buy whatever they want. I mean, we all agree that we have to get a driver's license to drive a car, because a car can be a very dangerous thing if you don't know the traffic-laws or if you don't know how to drive safely. Therefor, I think it makes a lot of sense to have a similar system for firearms, for they too can be dangerous when handled by incompetent individuals. But I do think it is stupid that we can not buy all kinds of firearms with this shooter's license, including semi-automatic rifles, bigbore handguns and pump-actions. I mean, the world really does not become any safer by requiring extra licensing for these kinds of firearms. But hey, I guess we all know that politics and logic don't mix.
