Is $700 per family aid enough for Lahaina residents, who lost everything, while billions of dollars went to Ukraine?

Every time when a massive natural disaster strikes, like Maui wildfires, the victims are left without any help for a couple of days, as the armed forces are not mobilized for rescue operation. Why?
It is too costly to evacuate people. They only purchase big plastic bags and pick up bodies later. They are designed to kill enemies, not to save people's lives.
This is the format of society we choose now, that does not value human life but money and authorities such as represented by the military-industrial complex.
