1 cup ice water
2 Tbsps brown sugar
2 Tablespoons fish powder (can do without)
1 tsp salt
1 tsp white ground pepper
1 tsp grated ginger root
1 tsp rice vinegar
Oil for frying
For the Sweet and Spicy Sauce

* 2 cups water
* ⅓ cup soy sauce
* 1 Tbsp garlic, minced
* 1/4 cup onion, finely chopped
* 2 tsps crushed red pepper
* 1 cup brown sugar
* 1 tablespoon flour
* 1 tablespoon cornstarch
* 1 teaspoon salt
* ½ teaspoon pepper
* oil
